ACTION REQUESTED: EPA Seeking Industry Data on Water Conservation

In January 2005, the U.S. Environmental Protection Agency (EPA) published a notice in the Federal Register seeking information on water metering and billing systems that promote conservation. IT IS CRITICALLY IMPORTANT THAT THE EPA HEAR FROM OUR INDUSTRY IN ORDER TO PRESERVE AND FURTHER THIS ISSUE. No other real estate sector or group is affected by this interpretation. We are at a critical juncture with respect to EPA's policy of treating apartment properties that bill separately for water as "consecutive water suppliers" (i.e. water utilities) if they use any method other than "total capture metering."

Any members who have evidence of the positive effect of water billing systems that are based totally or in part on allocation are urged to share this information with the EPA. The comment period extends through March 14, 2005.  Please visit http://www.naahq.org for more information and instructions for submitting comments.
